Terry M. Gibbs is a public agency, insurance and contract law specialist. She is also a member of the firm's Litigation Department.

Ms. Gibbs has focused on public agency and contract work since joining the firm in 1989. She is the firm's leading expert on public bidding and contract issues. Ms. Gibbs has served as General Counsel for the Leucadia Wastewater District. Other current and past clients include the San Elijo Joint Powers Authority, North San Diego County Transit Development Board ("NCTD"), and the San Dieguito River Valley Regional Open Space Park Joint Powers Authority. She has also represented several school agencies including the Solana Beach Elementary School District and the Del Mar Union Elementary School District.

In addition to public agency clients, Ms. Gibbs represents individuals and businesses in real estate, private contract, and insurance matters. She helps private clients negotiate contracts, review insurance policies, and assess and avoid litigation threats.

Ms. Gibbs is a member of the American Bar Association, North County Bar Association, California League of Cities, California Special District Association and California Association of Sanitation Agencies. She is also admitted to practice law in Colorado. Ms. Gibbs is a past volunteer Board of Director for the Quail Botanical Gardens Foundation.
