Tracy R. Richmond leads the firm's Litigation Department. Mr. Richmond has litigated hundreds of cases since joining the firm in 1981 and is one of San Diego County's most experienced and successful trial lawyers. His public agency representation encompasses all areas of trial work, including defense of property damage, tort, employment and discrimination claims, prosecution of civil actions to abate encroachments on public beaches, contract disputes, interagency disputes, eminent domain, and representation of elected officials. Mr. Richmond's representation of private clients focuses on personal injury, probate, business, real estate, public agency and homeowner association matters.
Mr. Richmond has represented the North San Diego County Transit Development Board (NCTD) with respect to tort and contract claims since 1986. Recently, Mr. Richmond successfully represented NCTD in a complex jurisdictional dispute involving federal preemption and the California Coastal Act. Mr. Richmond provides special litigation counsel to a number of local cities and governmental entities. Current and past public agency clients include the cities of Carlsbad, Del Mar, Chula Vista, and Oceanside, the San Elijo Joint Powers Authority and Leucadia Wastewater District. Mr. Richmond represents private clients with all types of litigation matters, ranging from family members faced with a will contest to business owners embroiled in multimillion dollar contract disputes.
Mr. Richmond has served as a Superior Court judge pro tem and as a court appointed settlement master and arbitrator. He has lectured in the areas of evidence, trial tactics, and legal ethics for the North County Bar Association. He served in the court sponsored Oliver Wendell Holmes Jr. Inn of Court as a Master teaching trial techniques. He is involved in the community with local youth soccer and has served as a council appointed member of the City of Solana Beach View Assessment Committee.
